The initial ambiguity over the English translation of 国家数据局 has now been resolved, with National Data Administration emerging as the standardized and authoritative title, an important clarification for accurate research and analysis of China’s Digital China strategy.
When Beijing announced the creation of a new “national data bureau” (国家数据局) in March 2023, it conspicuously did not provide an official English-language translation of the new organization’s title. For months, analysts, journalists, and even PRC state-run media filled the gap with competing translations: State Administration for Data, National Data Bureau, National Data Agency, and others.
But most media outlets just used “national data bureau.”
That ambiguity mattered. Research on China’s national digital strategy already suffers from inconsistent translation of key terms of art including Digital China itself and concepts like New Type Infrastructure. The new “national data bureau” quickly became another fault line, complicating analysis, citation, and even basic searching.
Over the past year, however, the situation has clarified.
State Council offices and major PRC English-language outlets, most notably Xinhua and China Daily, now overwhelmingly use National Data Administration as the official English-language title. This usage also aligns with established institutional precedent, such as the National Energy Administration, which also operates under the National Development and Reform Commission.
A small number of observers anticipated this outcome early. In March 2023, a Beijing law firm correctly predicted both the title “National Data Administration” and the acronym NDA, and even correctly predicted the NDA’s future web address, all deduced from China’s existing administrative naming conventions. At the time, I continued using National Data Bureau, reflecting the dominant media usage then in circulation.
That caution is no longer warranted.
Although occasional references to a lower-case “national data bureau” still appear, likely due to editorial lag rather than policy uncertainty, the standardized institutional title is now clear. For the sake of analytical consistency, research clarity, and simple searchability, National Data Administration should be treated as the authoritative English-language name going forward.
Accordingly, this site adopts National Data Administration (NDA) as its standard translation.
