Digital China Wins the Future

Analyzing the policy, structure, and evolution of China’s national digital strategy

Browse by Topic

Use these topics to focus your research and reading on Digital China. They organize the site from the highest strategic level down to the systems that put strategy into practice. The Strategic Framework—organized by ends, ways, and means—explains how Digital China is being used. The System Architecture—organized by layer—explains how Digital China is being built. Together, they form an integrated model for understanding China’s national digital strategy.

The structural mechanics, ideological drivers, and systemic ends of China’s national digital strategy

The structure and intent of Digital China can be outllined using the familiar “ends, ways, and means” nomenclature from Western strategy construction.
This drawing shows the top-level design of the Digital China strategy (specifically the strategic level’s domestic environment) reformatted as ends, ways, and means. In the Party’s strategy lexicon, supporting strategies at this level are generally non-hierarchical and support is multidirectional.

The Digital China stack is an analytical model, but its national architecture is clearly reflected in the 15th Five-Year Plan and in state-run media coverage of the Plan. Read through the lens of the Digital China stack, the Plan is not simply describing a list of policy priorities. It is a system design.

Footnotes

  1. The “International Environment” was added to Digital China’s strategic framework in February 2023, for the first time creating a “Global Framework.” At that time, the new Digital China 2522 Framework optimized the “Two Environments” for Digital Development: Domestic and International. ↩︎
  2. The original second “means” of Digital China, the “Data Element Resource System” was renamed the “Data Resource System” in the new Digital China 2522 Framework in February 2023, although both terms remain in use. ↩︎
  3. The original third “means” of Digital China, the “Information and Communications Technology (ICT) Industrial Ecosystem,” was incorporated into a far more expansive concept, the “Digital Technology Innovation System,” in the new Digital China 2522 framework. ↩︎
  4. The “Digital Security Barrier” was specifically added the to the Digital China 2522 Framework in February 2023. ↩︎
