Digital China is not a sectoral strategy. It is the digital re-coding of the Party’s entire development doctrine.
Digitalized Transformation of the Five-Sphere Integrated Plan (五位一体数字化转型) is described in Party theory as one of Xi Jinping’s most significant theoretical contributions to the Sinicization of Marxism. Within the Party’s own evaluative framework, its importance for doctrine, national development strategy, and Xi’s personal authority cannot be overstated.
The graphic above, produced by the Digital China Research Institute (under the NDRC State Information Center), is part of a nationwide wave of teaching materials distributed after the 19th Party Congress in October 2017. Its message is simple but radical: every sphere of China’s development must now be digitally transformed. Clockwise from twelve o’clock, the five digitalized spheres are Digital Government, Digital Economy, Digital Society, Digital Culture, and Digital Ecology.
This framework represents the “ways” of Digital China. It now sits at the conceptual center of the Party’s elite digital strategies.
From Five Spheres to Five Digital Spheres
The Five-Sphere Integrated Plan (五位一体总体布局) was formally introduced at the 18th Party Congress in November 2012. It was the latest iteration of the “Overall Scheme for China’s Development,” the Party’s overarching development framework dating back to the Sixth Plenum of 12th Party Congress in September 1986. After assuming power following the 18th Party Congress, Xi emphasized coordinating the “Overall Layout of the Five Sphere Integrated Plan” as an organic whole, integrating economic, political, cultural, social, and ecological construction.
The decisive shift came after the 19th Party Congress in 2017, when Digital China was elevated to the level of a national strategy. From that point forward, the Five-Sphere framework was no longer sufficient on its own. It was now required to be digitally transformed and digitally integrated as part of Xi’s vision for building a Modernized Socialist Great Power.
In the Party’s own words, in the “new digital age,” construction of Digital China must serve the Five-Sphere Integrated Plan, building China into a Modernized Socialist Great Power by coordinating and advancing the digital economy, digital government, digital society, digital culture, and digital ecology as a unified system.
Digitalization of the Five Spheres is the backbone of Digital China.
New Term-of-Art: Accelerate Digitalized Development
Beginning in 2021, the Party began promoting a new term-of-art, “Accelerate Digitalized Development” (加快数字化发展), across major national documents, including the 14th Five-Year Plan (March 2021) and the 14th National Informatization Plan (December 2021). This phrase is not generic. In cadre education, it functions as shorthand for the Digitalized Transformation of the Five-Sphere Integrated Plan.
This guidance is not directed only at officials. Xi expects participation from the entire system: industry, academia, local governments, state-owned enterprises, private firms, technologists, and citizens. Digitalized development is now framed as fundamental, guiding work for building a Modernized Socialist Great Power and a strategic choice for constructing national competitive advantage. Digital China is an all-of-nation effort.
It is also a marker of political loyalty and administrative competence. In practice, every policy domain is now expected to demonstrate a digitalized component. Cadres are evaluated accordingly.
Digitalization is no longer optional innovation; it is a metric of political reliability.
Why This Changes Everything
The digitalization of the Five-Sphere Integrated Plan is not a bureaucratic adjustment. It is a theoretical reframing of China’s entire development model. Through Digital China, Xi Jinping has:
- Recast modernization as a digitalized, data-driven socialist project;
- Defined digitalization as the new engine of the forces of production;
- Elevated Digital China to the strategic core of National Rejuvenation;
- Unified economy, governance, society, culture, and ecology under a single digital framework;
- Positioned China to promote a digitalized model of modernization internationally.
After more than two decades of theoretical evolution, National Rejuvenation now has digital form.
Understanding Digital China, especially the Digitalized Five-Sphere Integrated Plan, is essential to understanding not only where China is headed, but how it intends to position itself, compete, and lead in an increasingly digitalized global order.
