This 2023 academic paper is important because it makes explicit what many official Industrial Internet documents leave implicit: the Industrial Internet can be used as a platform mechanism for advancing Military-Civil Fusion.
The article, “Construction and Consideration of the Military-Civil Fusion Industrial Internet Service Platform,” was published in New Generation of Information Technology in June 2023. Its authors include Wang Jiannan of the China Academy of the Industrial Internet and Beijing Gonglian Technology Company, along with Li Wujie and Hong Binxiang of Beijing Gonglian Technology Company. Beijing Gonglian Technology Company is directly subordinate to the China Academy of the Industrial Internet, which is itself directly subordinate to the Ministry of Industry and Information Technology.
The paper argues for building a Military-Civil Fusion Industrial Internet Service Platform focused on major needs in the Military-Civil Fusion (MCF) domain. The proposed platform would support common key technology research, application-system development, supply-demand matching, market expansion, and the transfer of technologies in both directions: military-to-civilian and civilian-to-military. Most importantly, it frames the platform as a mechanism for “cross-serving military and civilian industrial needs” and exploring new paths for the fused development of military combat power and local economic construction.
This is important because the paper connects three themes that are often discussed separately: Military-Civil Fusion, weapons-equipment modernization, and the Industrial Internet. The authors argue that China needs to use Industrial Internet methods to connect and fuse weapons-equipment design, process engineering, manufacturing, inspection, and maintenance. They identify a major gap: China has not yet formed a unified fused platform for supply-demand docking, collaborative design, and production manufacturing.
The requirements analysis is equally revealing. The paper describes China’s weapons-equipment life-cycle management as fragmented across requirement release, demonstration, design, manufacturing, procurement, operation, and maintenance. Data is difficult to interoperate, making full life-cycle management and rapid iterative upgrading difficult. It also describes the broader MCF market problem: military units, defense industrial groups, local governments, and private enterprises remain trapped in their own closed systems.
The proposed solution is an Industrial Internet-based MCF service platform. Built around the Industrial Internet’s standard logic of connecting “All Factors of Production, All Industrial Chains, and All Value Chains” (全要素、全产业链、全价值链), the platform would support full life-cycle weapons-equipment management, supply-demand docking, collaborative design, production manufacturing, operation and maintenance, and the rapid organization of distributed manufacturing resources into a joint production system.
This paper is not an official policy document. It should not be read as proof that such a platform has already been built. But it is useful evidence of how Chinese researchers connected Military-Civil Fusion with the Industrial Internet in 2023. It helps explain why the Industrial Internet is important for understanding the future of Military-Civil Fusion: not merely as another manufacturing technology, but as a possible platform architecture for organizing military and civilian industrial resources across entire strategic industrial chains.

1. Introduction 引言
Note: The original introduction is a single paragraph. It is broken into four sections here for easier reading.
Since the 19th Party Congress, General Secretary Xi Jinping has proposed elevating the Military-Civil Fusion Development Strategy to a national strategy, providing a historic opportunity and putting forward a higher strategic requirement for the deep development of Military-Civil Fusion. The Fifth Plenary Session of the 19th Central Committee deliberated and adopted the Recommendations of the Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives Through 2035,which posits the need to accelerate the modernization of weapons and equipment, concentrate efforts on independent and original innovation in national defense science and technology, accelerate the development of strategic, frontier, and disruptive technologies, and accelerate the upgrading of weapons and the development of intelligentized weapons and equipment.
It is necessary to realize the docking of military procurement by defense enterprises with advanced technologies and products from private enterprises through Military-Civil Fusion, and to utilize Industrial Internet methods to highly integrate, coordinate, and fuse the processes of weapon and equipment design, process engineering, manufacturing, inspection, and maintenance, thereby achieving the unified design and manufacturing of weapons and equipment. Currently, while many domestic scholars have conducted extensive technical research, a unified, fused platform for supply-demand docking, collaborative design, and production manufacturing has not yet been formed.
Li Chao et al., based on Model Based Definition (MBD) technology, proposed an implementation approach for unified design and manufacturing suitable for defense enterprises, providing a useful reference for the rapid development of weapons and equipment. Lai Yin et al. constructed a Military-Civil Fusion Ecosystem—characterized by government platform-building, security and controllability, demand traction, supply innovation, dynamic balance, and multi-party benefit—to strengthen the interconnection, interoperability, and collaborative innovation among defense industry enterprises, private firms, government, and other institutional parties, achieving the goals of serving national defense, promoting economic growth, and serving society. Zhang Chaofan et al. constructed an evaluation index system for Military-Civil Fusion Information Services, aiming to break down information barriers and strengthen the sharing of Military-Civil Fusion resources. Li Jiaying et al. explored the application of the Internet of Things (IoT) in fields such as smart oceans, smart factories, and smart transportation, focusing on building a Military-Civil Fusion IoT Technology Application Service Platform to promote the development of the Military-Civil Fusion IoT industry.

2. Analysis of Requirements
2.1 Analysis of Military Requirements
Using data to enhance combat advantages requires building unified management capabilities for the demonstration, design, R&D, manufacturing, procurement, and operation and maintenance of weapons and equipment. In our country, the various stages—including requirement release, demonstration, design, manufacturing, procurement, and operation and maintenance—are isolated from one another; data is difficult to interoperate, making it impossible to truly realize effective full life-cycle management of weapons and equipment. Furthermore, it prevents a comprehensive and detailed grasp of user experience and the effectiveness of weapons and equipment in use, thereby impacting the efficiency of iterative upgrades.”
2.2 Analysis of Market Requirements
Accelerating the formation of a pattern for the in-depth development of Military-Civil Fusion requires breaking the situation where the four major entities—military units, defense industrial groups, local governments, and private enterprises—operate within their own closed systems. Private enterprises have long served non-military customers; in the process of participating in the supply of military products and technologies, it is also difficult for them to understand military requirements in a single step. Meanwhile, military technologies are difficult to truly transform into civilian technologies because the boundaries of secrecy are not sufficiently clear. The external procurement matching rate of the twelve major defense industrial groups is only 13%, and the transformation rate of national defense scientific research achievements is only around 15%—levels far below the approximately 60% seen in Western developed countries.1
3. Scope of Implementation
The Military-Civil Fusion (MCF) Industrial Internet Service Platform constructs a Military-Civil Fusion Supply-Demand Docking System, making the release of military requirements more convenient, concise, and timely, and making the display of military-industrial products more intuitive, three-dimensional, and multi-faceted, truly opening up ‘military-to-civilian’ channels and pragmatically advancing ‘civilian-to-military’ work.
Based on the Industrial Internet’s concept of comprehensive connection across All Factors, All Industrial Chains, and All Value Chains,2 the platform constructs an integrated full life-cycle equipment development process and model encompassing equipment requirement analysis, scheme design, simulation and verification, production and manufacturing, and operation and maintenance support. Relying on a full-process tracking system for equipment orders, the platform breaks through the spatial and geographical constraints on the scope and methods of equipment manufacturing, rapidly organizing manufacturing resources distributed across different geographical locations into a joint production system both within and outside the enterprise.3 This enables real-time mastery of equipment manufacturing progress, providing support for the rapid production and response of military-industrial products.
Footnotes
- In the West, we call this “supply chain depth” or “outsourcing ratio.” In China’s defense sector, it indicates how much of a final weapon system is built by entities outside the core 12 state-owned defense groups. At 13%, the system is almost entirely “in-house,” which is exactly the bottleneck the Industrial Internet is designed to break. ↩︎
- “All Factors of Production, All Industrial Chains, and All Value Chains” (全要素、全产业链、全价值链) is the standard tifa used to describe the total systemic integration that the Industrial Internet is expected to provide to drive new industrialization and digitalized transformation. By enabling the comprehensive interconnection of people, machines, and objects, the Industrial Internet will serve as a “digital nervous system” for the entire industry. ↩︎
- The phrase “Joint Production System” (联合生产体系) suggests that the distinction between “this company” and “that company” is being subordinated to a broader national system architecture. In this model, the platform begins to function like an operating layer through which distributed factories, both state-owned and private, can be organized as needed. ↩︎
